The flying boat HD 15 was a three-seater double-decker flying boat in wooden construction, whose hull was designed as a central stepped boat with cruiser bow and double keel. The planking of the hull of the boat was made of plywood.
The crew consisted of the pilot, the radio operator and an attendant.
The tail was designed as a fixed keel fin protruding from the hull of the boat, to which the elevator fin, which could be adjusted in flight, was attached. The keel fin was planked with plywood, the rudders and elevators consisted of a tubular steel frame covered with fabric.
The wings had a strong staggering and were each connected by an N-stem. They had a steel tube inner strut and were covered with fabric, only the wing nose was planked.
The lower wing was divided and connected to the hull on both sides. Two support floats were attached to the lower wing with struts and gave increased stability on the water. The two parts of the upper wing were attached to a clamping trestle placed on the boat, which also carried the engine.
The HD 15 flying boat was equipped with a 450 hp Gnöme et Rhone Jupiter Vl engine and had a double-bladed draught propeller.
The fuel was stored in the main tank in the hull of the boat and an additional tank housed in the wing. The fuel capacity was 635 litres, sufficient for a flight duration of 5 hours.
