In air transport, there was a recurring need for a small aircraft suitable for secondary routes and special flights where the use of large commercial aircraft would be uneconomical. This aircraft was intended to carry two passengers along with their luggage and have a cruising speed comparable to that of normal commercial aircraft. Furthermore, it was designed to have particularly short takeoff and landing times, enabling it to land and take off even from difficult airfields, while still maintaining economic efficiency in operation. The Caspar CLE 11 and Caspar CLE 16 'feeder aircraft' were designed to meet this need."
